VT - State Solid Waste questions EPA's definition of hazardous waste

EPA Project Manager Dave Lederer said although the soil is a hazardous “substance” — and thus must be removed from the Mansfield, Mass., site — it is not a hazardous “waste,” as defined by federal law.

“The human health risks will be well-controlled by shipping the soil to a landfill with an impermeable liner and leachate collection,” he said.

Not necessarily, said Stephen Lester, science director at the Virginia-based Center for Health, Environment and Justice, which works on dioxin issues.

“This is the most toxic manmade chemical ever tested by the U.S. government, and it should be treated as such,” he said. Lester said dioxin-contaminated soil belongs in a double-lined hazardous-waste landfill, not one designed to handle municipal solid waste.
